[BUG] Multiple files can't be uploaded at the same time using WebUI

Current Behavior

There's a known flaw in the version of twisted included with this dockerfile that breaks upload functionality when you select multiple files using the WebUI client.

deluge-torrent/deluge#481

This has been fixed in twisted 25.05

Possible to update the packages reqs to upgrade this version?

Launch WebUI
Upload Multiple Files
Try to click on OK in the dialog
