Add a "Performance" page under "Design"

The preamble optimization often comes up in discussions about clangd's design, or when users run into constraints / bugs caused by it. It would be helpful to have a page describing it that we can point users to.

Such a page could also cover other performance-motivated aspects of clangd's design.
