Make the quote states allow to be quote.

Motivation

My accounts on the instances of v4.5 can’t quote other users who are using mastodon v4.4 and other Fediverse software. I need to quote statuses of bots and bridges from X and bluesky

This will be resolved as instances upgrade. The quote post functionality has been built and rolled out to ensure people have the opportunity to consent to their posts being quoted.
