Drop spec table from “Feature-Policy: sync-xhr” (#3529)

whatwg/xhr#322 removed the “sync-xhr”
policy-controlled feature from XHR spec — so this change removes the
Specifications table from the “Feature-Policy: sync-xhr” article.
