iotprovision-bin.exe ERROR: Firmware upgrade failed: Unable to connect to DFU

When I tried to run iotprovision-bin.exe, the following error is observed:

Hi @Mikedalvik - I think this is a symptom of not having Microchip Studio/MPLABX installed, and the USB device has no valid binding for its upgrade mode (DFU). In this state the LED in the debugger section is left blinking slowly (until power toggle).

I will try to find a minimum install which should fix this. In the meantime, perhaps you could confirm my observations?
