Add work item history support

Summary

Implement new tool that integrates with Azure DevOps APIs to access work item revisions.

Tools

Develop the following tools with full parameter support, including optional ones:

work_wit_revisions: Search Azure DevOps Work for work item revisions.

Endpoint: GET https://dev.azure.com/{organization}/{project}/_apis/wit/workItems/{id}/revisions?$top={$top}&$skip={$skip}&$expand={$expand}&api-version=7.1

Rules

1. Adhere strictly to existing project standards and coding conventions.
