Can I build with windows 11?

I did build azure-pipeline-agent source code in wsl(ubuntu) and it works good in ubuntu.
But I can't build source code in windows 11 enterprise.
I cloned source code in vs code.
And ran command '.\dev.cmd layout' in terminal but I got kinds of .NETFramework version and MSBuild version errors.
Any guide and reference for windows 11?
Do I set my laptop up windows 10 or lower version?

2. change like this
