[enhancement]: Add custom condition to task groups

There was an enhancement request created here(#5112) but that was closed with a comment to follow it on developer community.

No one from Microsoft has responded to it for nearly 7 years on the developer community. This enhancement was supposedly on the roadmap back in 2018, and there has been no updates since then and neither has the roadmap been shared so we know when to expect it. Can someone from Microsoft please give us an update?

Hi @ojasp,
We’ve discussed this request with our Product Manager and after careful consideration, we’ve decided not to support this enhancement in the classic pipeline task groups.
As an alternative, we recommend switching to YAML pipelines, where you have full flexibility to use custom conditions and better control over pipeline logic.
