Steps to reproduce

Steps:

1. Open this link to live example: DEMO
2. open custom toolbar button
3. scroll up and down, so that popover overflows viewport

Current behavior

The popover flips its position to accommodate for the viewport overflow.

Expected behavior

The popover should not flip its position, like the other built-in conmtrols
