chore: update project_sync workflow (#3325)

## Description

Based on
https://github.com/n0-computer/quinn/actions/runs/15219651419/job/42812757517?pr=71
seems that project sync is broken. Apparently the action moved to a new
version and the old one might no longer be functional.
