Motivation

@DanNiESh wants to create a Coldfront allocation to track one of professor Appavoo's Openshift projects. The reason we don't want to a create a new Coldfront allocation and have the Openshift project "migrate" to the new Coldfront-managed project is because it seems like there would be some difficulty in this "migration"

• Determine a tested method to manually (or possibly programmatically) create Coldfront allocations that track pre-existing Openshift projects
• Create the tracking allocation
