General library setup

Hi @BobbyMcWho - I wanted to alert you to the fact that I just created this repo. I am in touch with the current gem maintainer, @bbaptist , and Bret has agreed to move to a group ownership model for this gem, which currently lives in his personal namespace.

Do you have a checklist of items that you generally add for open source libraries in this org? I made sure that the master branch is protected and requires a PR/approval before it can be merged to. Will definitely add CI as well. Anything else you'd like to see?

Hi @jessieay, I don't have any standard operating procedure for it, ideally I try and let the original maintainer/s or the new maintainer make those decisions on a repo by repo basis
