Add additional Makefile helpers for otto #5
Description
Add additional utility commands to otto's Makefile to improve the development workflow:
- Licensing checks
- Import sorting (gci)
- General formatting tools
- OSV scanning for vulnerabilities
- Other common Go CI/CD utilities
Based on feedback from PR #3: #3 (comment)
Consider implementing these with goreleaser or other common Go tools.
