We would like to add @sstults to MAINTAINERS.md and .github/CODEOWNERS of OpenSearch repo user-behavior-insights so that he can approve PRs and merge code into the main branch.

We have received upvotes from existing maintainers of user-behavior-insights to add @sstults as the maintainer of this repo.

We held a vote and it passed 100%.
Voters in favour from @msfroh @jzonthemtn and @epugh, who are all the current set of maintainers.
The current maintainer pool is too small to be responsive to the needs of the OpenSearch project, especially around the new tooling being rolled out for plugins. @msfroh isn't currently active in the project, and neither @jzonthemtn or @epugh are strong in the build processes. We look to fix this by bringing in Scott Stults.
Scott is fairly light on direct contributions to the OpenSearch projects UBI repo, however he has been quite active in the LTR repo. We are looking for him to be a maintainer in UBI in order to take on more of the build responsibilities, based on what he has learned on the LTR project.
Most of the value in the short term for the UBI project will be taking what he has learned in LTR and applying it to UBI to improve our build and release processes.
When does this request need to be completed?
no hurry... before 3.4.
