Issue with parser of OpenCL 3.0 for NVIDIA GPU

Summary

OpenCL version parser does not work for NVIDA GPU
It is already fixed in uxlfoundation#2001

@redradist we use this oneDNN fork for CPU inference only. So NV related fixes shouldn't block us
