Implement the utility to handle standardized IOBIO BED files

The utility must acquire the correct default/standardized BED file (based on some criteria or mapping such as per assay type), then supply that to IOBIO via the IOBIO API

File Strategy / Default Bed File mapping:

WGS uses Shuffled 1 (1k_flank_hg38_shuffled1.bed)

WXS & ChipSeq uses Shuffled 2
(1k_flank_hg38_shuffled2.bed)

RNA Seq uses Twist Illumina
(hg38_twist_bioscience_for_illumina_exome_2.5.subset.bed)

File Strategy is a column in Stage Table Data

Requested Bed File can be confirmed in Chrome network tab
