Package IOBIO Integration into a Consumable/Deployable Bundle

After the IOBIO-Stage integration is complete, package the feature up into a consumable/deployable bundle like we did for JBrowse

@demariadaniel - Let's first approach @samrichca for input on what we did for JBrowse - We can keep it simple and do whatever process/model JBrowse did

NOTE: Per @MitchellShiell's request this includes adding a README with basic setup instructions to the repo

Todo:

• Separate Node utilities from React components
• Improve Error Handling
• Add Commander JS for CLI management
• Add Zod for Type validation Zod has been added to the library though there are likely areas for improved Type validation

• Use Correct Semantic Versioning for packages
• Review usage of React camelCase keys vs Iobio snake_case keys, possibly add casing utils as found in PCGL
• Fix Iobio Charts D3 browser console errors
