Update JWT processing

Rollcall isn't setup to use JWTs from EGO properly
- Currently it only knows about user JWTs but it doesn't process scopes
- Need to set up application auths so rollcall can work with other services?


Configuration value in rollcall
- use ego as auth (Y/N) 
- If Y, update the JWT to the correct JT structure.
