Issue on parameter keep_files: true

I see this input fails to preserve the files from deleting when used to publish my reports to gh-pages. Here's the code attached, where i am trying to generate report in a workflow in repo1 and trying to deploy the report to repo2 (i.e gkp/mcd-deploy-authz) it is completely deleting the content in gh-pages and pushing it back with the latest reports along with previous ones, but is deleting the workflow in .github which is needed for me to trigger a job. This is a blocker for me, can someone look into it
