ability to edit a validator moniker, description/details, website and commission rate

Description and context

Once a PR solves this issue #90, there should also be the ability to edit some of mentioned parameters.

Suggested solution

Add the suggested changes on the protocol's source code so as to be able to edit these parameters.

@edisonz0718 Hi, Edison! I've noticed that in Virgil release (v1.1.0) the update validator commission subcommand isn't added despite of the docs are telling that it does exist.

@McDaan We will have optional release (v1.1.1) to add that feature. Estimate to release the version next week.
