PR review/merge priority

since there are a flurry of new PRs I wanted to prioritize them with some notes:

• CRITICAL: ✅ add test for issues and PRs #244
  • this adds a test but more importantly brings in Sebastian's fix to make sure we bring in all PRs
  • we should get this merged ASAP and cut a new release. (though you might as well merge 🐛 fix time converter link #239 too before releasing)
• 🐛 fix time converter link #239
  • fixes the currently broken timeanddate link
• ✅ add template consistency test #241
  • guard against regressions due to missed copypasta
• 💚 fix CI runs for fork PRs #240
  • CI check optimization
• feat: support github discussions #243
  • this is here at the bottom of the list only because it's new and needs feedback

@wesleytodd maybe you can add @ctcpip and me to the @pkgjs/meet-collaborators team so we can help you maintain this package.

At some point, we’ll need to reorganize the existing teams and see who the active members are, but that’s another topic—mainly to reorganize permissions both on GitHub and npm.
