Link to esc `pulumiConfig` 404s from esc reserved-properties

Problem description

I saw a product documentation issue on the following URL: https://www.pulumi.com/docs/esc/reference/reserved-properties/

The link to pulumiConfig is a 404.

Introduced in #14634

Suggestions for a fix

I think pulumiConfig needs it's own page.
