Move Projects reference files to Reference section

Projects -> "Project file reference" and Projects -> "Stack settings file reference" should go under Reference in the nav. This would turn

Projects from a drop-down (with a folder in the filesystem) to a single page, so the overview page should be titled "Projects" and be named `projects.md`.
