Move Providers up a level with Dynamic Providers as sub-page

"Providers" should be moved up should be moved up a level (from underneath "Resources") to increase discoverability. The main providers page should be an Overview, like Resources.

Dynamic Providers (a more advanced concept that we aren't emphasizing going forward) should go beneath the Providers overview page.
