Use Mandrel 25.0 as the default native image builder

### Description

Mandrel 25.0, the latest Mandrel LTS release, [is available](https://quarkus.io/blog/mandrel-25-released/). Moving forward Quarkus should start using it instead of Mandrel 23.1.

The purpose of this issue is to track potential blockers like https://github.com/quarkusio/quarkus/issues/44257
