Update github.com/jackc/pgx/v4 to v5

According to its README v4 of github.com/jackc/pgx/v4 goes out of service on 1st July 2025. Should update to using v5.

Looks like consumers will need to use ctxlock/v2 to eliminate usage of pgx/v4

Yes, for consumers of claircore directly they can update to use ctxlock/v2 to get off of pgx/v4, there is also #2243 which will move clair to pgx/v4, hopefully that will be merged soon.

Going to aim for the next release which will be v4.9.0 at this point
