Add non-Admin Users

Currently, the account vagrant/vagrant is an admin account. An already-elevated account makes life great in some respects, but will prevent the ability to test privescs. It would be great to add a non-admin user so testing can be done at a normal user level.

Lets add the normal user localgroup to one of the service users already created in:
