version comparisson and the oracle and vagrant expected location. Also i added packer.pcl.hcl since its a vagrant plugin that assists in running the code.

Thuis change resolves #588 by updating the READ.me line 53, which shows you how to install the vagrant plugin. Also fixed the old build.ps1 code.
