Use Biome for linting and formatting

This will a good replacement for eslint and prettier

Steps

• Add @biomejs/biome and init it.
• Enable organizeImports
• Enable linter
  • Each rule will have a separate PR
• Enable formatter

After struggling with the transitioning to biome in one PR and failing, I think it is time to split the PR into multiple PRs so its easier to manage.
