Chapter: Emails and contact points

This chapter should document the email addresses in use and how to properly propagate them.

For example, any linked email to the group should be tagged, such as:

<a href="mailto:community@rust-lang.org?subject=[SWAG]">Shower me in stickers</a>

Also, how issue templates can and should be used, etc.

Adding to this that an explanation of repositories which serve as potential contact points might be useful here.
