Weather bot tutorial doesn't compile

The "Discord Weather Forecast Bot" tutorial does not compile.

It probably needs a rewrite of the entire tutorial. Before the first cargo shuttle run command there is an error that the tutorial doesn't explain how to solve.

I was able to mess around with the code, and somehow got it to compile, I then did the next steps, and it was even more broken than the last time.
