UserSecretsId shared with older project #268

Describe the bug
The UserSecretsId in Admin.csproj, Admin.API.csproj, STS.Identity.csproj are the same with the older skoruba project (
https://github.com/skoruba/IdentityServer4.Admin)
This proved to be a delightful suprise when I used "ApplySeed" to what I thought was a new database, but in fact was my older database.
Nice landmine.
