Support for [Issue Forms](https://github.blog/changelog/2021-06-23-issues-forms-beta-for-public-repositories/) in the Repository Check.

**Why is this needed**:

We have support for Issue Templates.
Either one is valuable.

**Anything else we need to know?**:
