add cancellation checkpoints while getting/parsing dehydrated zipfile

If we Ctrl-C early in the workflow, we're not actually doing many checks -- we have none at all while we are getting/parsing the dehydrated zipfile. Not a big deal, unless you're working with ~a million accessions, and then we don't exit in a timely manner :).
