use existing sigs to filter accessions requested in dehydrated file

In `gbsketch`, we load all existing sigs/accessions ahead of time. If getting a dehydrated file on restart, we should be able to reduce the total accessions requested by filtering out existing accessions. 

This might be a little complicated if we are saving fasta, as we currently don't check for all the existing fasta prior to this step.
