Interesting -- to @karsten-klein's point, I see another instance of this general form but not using the SGML / ISO 8879 form:

This matches the one proposed in this issue, with the differences being:

• "conforming to MHEG-3 engines and" vs. "conforming SGML systems and"
• "defined by this Recommendation provided" vs. "defined in ISO 8879, provided"

So I think this can be added with those two items as replaceable text markup, and I think @karsten-klein's name ("ISO Permission") and ID ("ISO-Permission") are good.
