Write guidelines for what makes an issue urgent or important

From talking to @tabatkins, maybe "urgent" can come from an implementer actively working on a feature and needing answers before they ship. "Important" could be based on longer-term implementation.

That should probably be one reason, but not the only one. For example "this new feature has massive A11y/I18n/Privacy/Security issues" would probably qualify for "Important", and perhaps "Urgent".
