Bookmark "groups", which are sets of repositories. #38

URLs like https://speced.github.io/spec-maintenance/group-repos/?repos=w3c/webdriver-bidi,w3c/webdriver will dynamically show the issues from several repos on a single page. I should pin some known groups to the front page, and maybe pre-generate their issue lists. https://w3c.github.io/groups/repositories.json might be a way to map wg names to repository sets.
https://github.com/matatk/nu-tracker/blob/main/repos.json also distinguishes a couple kinds of repositories for each group. I'm not sure that's helpful for this tool, but I'll think about it.
