Please publish latest NPM version

Hello, it looks like the latest publish on NPM was 2 years ago, but there are a few commits ahead of it.

In particular, this commit to add --skip-cloud to npm create-strapi-api. Without this added, the project is unusable.

There is a complete rewrite to this tool.
But will look into this as well, as the v2 will not generate the project i think that should be used by the latest version so we don't have to keep it up to date as a "dependency"
