failed to read signing keys when supabase link

1. Run: supabase link --project-ref $PROJECT_ID
2. See error message: failed to read signing keys: open supabase/signing_keys.json: no such file or directory

This command was working fine before recent CLI updates. Why does link require signing keys?

I'm running this in CI it doesn't make sense to commit a key file

I think the signing_keys_path in the config might not be commented out, so it tries to read the file and then throws an error since it couldn't find it. You might need to comment it out if that's the case.
