SW-7641 Remove test dependencies (#4751)

Update dump.sql with latest db changes.

Add empty org and remove org test dependencies.

Add other nursery and remove nursery test dependencies.

Add other accession and remove accession test dependencies.

Note that this will have a net-zero result because this is just preparation for removing sequential runs of tests.
