Bump http-cache-semantics and @tauri-apps/cli in /06_queryer/data-viewer

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [@tauri-apps/cli](https://github.com/tauri-apps/tauri). These dependencies need to be updated together.

Updates `@tauri-apps/cli` from 1.0.0-beta.10 to 1.2.3
