Allow queries mirrored to the target side of a MoveTables workflow to bypass denied tables.

Use Case(s)

Currently MoveTables MirrorTraffic has a usability issue: traffic will be denied when executed against the target because of the denied tables specified in the table controls when MoveTables workflow was created.

Ideally we would allow those queries to execute in spite of the presence of denied tables. Keep in mind that mirrored queries are currently limited to SELECT queries.
