How to define mapping between HDR capabilities and codec strings #245
Description
PR #152 requires the browser to validate that HDR capabilities (colorGamut and transferFunction) are possible for a given mime type (codec string). However it's unclear how the spec should define this behavior, and which codecs it should be defined for, and what additional specs need to be referenced to write that spec language.
