Analyze non bubbling events that target tree interfaces #1108
Description
Via w3c/reffy#1983.
Strudy could analyze events that target interfaces in a tree when we cannot reliably detect whether their "not bubbling" nature is intended. The analysis should probably be coupled with a mechanism to confirm that it's fine to view the event as "not bubbling", so that we get notified when there are new events to review.
