Warn about IDs that start with '#'

The W3C Patent Policy typically has a section whose ID is #spec-licensing-commitments. That's probably an oversight. Strudy could easily review IDs that appear in extracts and report (Low priority, that's the only occurrence of this issue in crawled specs for now)
