Age of the site and the number of pages #125

WCAG-EM considers "its size, its complexity, and which technologies it uses (e.g. HTML, WAI-ARIA, PDF, etc.);" but what about age?

If a website was launched a few months ago, and there already was one done when the site was launched, great. A smaller sampling of pages can be scoped. It might even be useful to target new pages or new content types vs what was already reviewed not too long ago.

However, if it is a site that is say still running Drupal 7, and is well out of date, then what? What if there are parts that are out of date (a problem I've mentioned in another issue).

Could we suggest that whatever the sampling size is, that the older the site is the more samples are required? HTML, browsers, standards, all change.
