New principle: Content is accessible and internationalized by default

We try to design web features so that the easiest path to build content for non-disabled users, also results in an accessible experience. But we haven't documented a principle for this.

We've also, more recently, been trying to design features so the simplest localization results in correct layout, for example with padding-inline-start instead of padding-left.
