Q: Is it possible to distribute use "" statements throughout various plugins?

I really like the idea of having my plugin use statement co-located with the code that uses it

ie:

-- colorscheme.lua

require('packer').startup(function(use)
    -- LIGHT themes I like
    use 'cocopon/iceberg.vim' 
    use 'EdenEast/nightfox.nvim' 
    use 'stillwwater/vim-nebula' 
    use 'ghifarit53/tokyonight-vim'
end)

vim.opt.background = "light"
vim.api.nvim_create_user_command('Light', ':lua vim.opt.background="light"', {nargs=0})
vim.api.nvim_create_user_command('Dark', ':lua vim.opt.background="dark"', {nargs=0})
vim.cmd('colorscheme iceberg') -- no lua equivalent of this :colorscheme command

Though I don't believe this has the effect I want it to, as it seems to overwrite the prior config. Is it possible to use packer like this?
