This pull request adds documentation for the target:is_arch64() function. The added documentation in docs/api/scripts/target-instance.md is a good start, but could be improved for clarity and consistency with the rest of the file. I've left a couple of specific comments with suggestions.
Additionally, this repository contains documentation in both English and Chinese. The new documentation has only been added to the English file. Please also update the Chinese documentation file docs/zh/api/scripts/target-instance.md to include the documentation for target:is_arch64() to maintain consistency between the different language versions.

The Usage section should have an explanation, similar to other functions in this file like target:is_arch. This helps users understand when and why to use this function. The extra newline can also be removed to improve consistency.
